EL-MAAMRY AMTOLEA UVIVU ISSA HAYATOU





MJUMBE wa heshima wa Shirikisho la Soka la Afrika (CAF), Said Hamad El-Maamry ameamua kumtolea uvivu rais wa sasa wa shirikisho hilo, Issa Hayatou kwa kusema kuwa wakati wake wa kuwa kiongozi wa taasisi hiyo umefikia kikomo.

El-Maamry, ambaye pia ni mjumbe wa kudumu wa Baraza la Vyama vya Soka Afrika Mashariki na Kati (CECAFA) amesema, Hayatou anapaswa kumuachia mtu mwingine kuliongoza shirikisho hilo.

Kauli hiyo ya El-Maamry imekuja baada ya Hayatou kupitishwa kuwa mgombea pekee wa urais wa CAF katika uchaguzi mkuu wa shirikisho hilo uliopangwa kufanyika mwaka 2014 nchini Morocco.

Akizungumza katika kipindi cha Nyumba ya Jirani kilichorushwa hewani na kituo cha televisheni cha TBC 1 juzi, El- Maamry alisema uamuzi wa Hayatou kugombea tena nafasi hiyo unadhihirisha kwamba, ameamua kuigeuza taasisi hiyo kuwa ya kisultani.

Hayatou alichaguliwa kuwa rais wa CAF kwa mara ya kwanza mwaka 1988 na amekuwa rais wa shirikisho hilo kwa miaka 25 mfululizo. Iwapo atachaguliwa tena katika uchaguzi wa mwaka 2014, atakuwa ameweka rekodi ya kuliongoza shirikisho hilo kwa miaka 29.

El-Maamry alisema kutokana na marekebisho ya katiba ya CAF yaliyofanyika mwaka jana, ni vigumu kwa Hayatou kuondoka madarakani, vinginevyo lazima liwepo shirikisho la kumtaka afanye hivyo kutoka kwa nchi wanachama.

"Kwa mujibu wa marekebisho hayo ya katiba, mgombea urais wa CAF lazima awe mjumbe wa kamati ya utendaji. Na kwa wajumbe 12 wanaounda kamati hiyo hivi sasa, sioni mwenye uwezo wa kuwa rais wa CAF," alisema El-Maamry, ambaye aliwahi kuwa mwenyekiti wa kilichokuwa Chama cha Soka nchini (FAT) na pia mwenyekiti wa Baraza la Michezo la Taifa (BMT).

Hata hivyo, El-Maamry alikiri kuwa, Hayatou amefanya mambo mengi mazuri na makubwa katika kuendeleza soka barani Afrika, ikiwa ni pamoja na kupatikana kwa wadhamini wengi katika mashindano mbalimbali.

"Kusema kweli kwa hilo anastahili sifa, tumpe heko, lakini kwa sasa umri umemtupa mkono, aachie ngazi, amwachie nafasi mtu mwingine na kama anaweza, amwandae mtu wa kuchukua nafasi yake. Tunahitaji mtu mpya kama alivyokuwa yeye wakati alipochukua madaraka mwaka 1988,"alisema El-Maamry, ambaye kitaaluma ni mwanasheria.

El-Maamry alisema moja ya mambo anayotarajia kuyafanya iwapo atakutana na Hayatou, ni kumshauri asigombee tena urais wa CAF iwapo atashinda uchaguzi wa mwaka 2014 kwa vile kufanya hivyo ni kudumaza maendeleo ya soka barani Afrika.

Mjumbe huyo wa heshima wa CAF alisema moja ya sababu zinamfanya Hayatou asiwe na mpinzani katika nafasi hiyo ni kukosekana kwa umoja na mshikamano miongoni mwa nchi wanachama.

Alisema kwa sasa, nchi wanachama wa CAF zimejitenga kutokana na ukanda, lakini iwapo zitaamua kuungana, itakuwa rahisi kumuondoa Hayatou madarakani na kumweka kiongozi mpya kutoka nchi zingine.

"Kama CECAFA itaungana na COSAFA (Shirikisho la Soka Kusini mwa Afrika) na nchi zingine za magharibi zinazozungumza kiingereza kama vile Nigeria, Ghana, Sierra Leone na zinginezo, itakuwa rahisi kumaliza usultani wa Hayatou,"alisema kiongozi huyo wa zamani wa soka nchini.

Alimpigia chapuo Rais wa Shirikisho la Soka Tanzania (TFF), Leodegar Tenga kuwa ndiye pekee anayefaa kurithi mikoba ya Hayatou kwa sasa kwa vile anakubalika miongoni mwa nchi nyingi wanachama wa CAF.Inatoka kwa mdau.

Mushikiwabo to UN: Enhance civilian protection
