Wabunge wataka uwazi mali za viongozi

KAMATI za Bunge zinazosimamia fedha za umma zimeazimia kuwa Sheria ya Maadili ya Viongozi wa Umma haiweki uwazi wa kutangaza umiliki wa mali za viongozi.
Hali hiyo inasababisha viongozi kutoweka wazi mali wanazozimiliki na ni rahisi mtu kuzushiwa umiliki usio wa kweli.
Katika maazimio yao 22 yaliyofikiwa siku ya mwisho wa mafunzo, juzi, kamati hizo za Hesabu za Serikali (PAC), Serika za Mitaa (LAAC) na ile ya Bajeti zimependekeza kuwa ni vema sekretarieti ikafanya utafiti wa umiliki wa mali kwa viongozi wa umma na kuweka taarifa hizo katika tovuti yake.
Lengo la kufanya hivyo ni kuwawezesha wananchi kuziona mali zinazomilikiwa na viongozi wao na pale ambapo kiongozi hatakuwa ametoa taarifa ya umiliki huo basi taarifa hiyo itolewe kwa tume.
Katika maazimio mengine kamati zimekubaliana kuwa kutokana na kutokuwepo na taarifa sahihi kuhusu deni la taifa, kuna umuhimu wa kuwakutanisha wadau wakuu wanaohusika hususan Benki Kuu (BoT), Hazina, Kamati za Bunge na Mkaguzi na Mdhibiti Mkuu wa Fedha za Serikali (CAG).
Hatua hiyo itawawezesha kujua kwa usahihi zaidi ukubwa wa deni hilo. Vilevile imeamuliwa kuwa serikali ishauriwe kuunda chombo huru kitakachosimamia deni la taifa.

“Kamati za Bunge zinazoshughulikia usimamizi wa fedha na rasilimali za taifa zishughulikie zaidi maafisa masuuli hatarishi (risk based) ili kuleta thamani ya fedha katika utendaji wao. Kamati zishirikiane na CAG katika kuamua ni afisa masuuli yupi aitwe kukutana na Kamati,” walisema.

Serikali kupitia Ofisi ya Waziri Mkuu Sera, Uratibu na Bunge na Tamisemi imetakiwa kuanzisha utaratibu wa kuratibu mikutano na mafunzo ya wakurugenzi wa halmashauri kwa pamoja kuliko kila wizara kuwaita watendaji hao katika sehemu mbalimbali kwa muda tofauti na kuwafanya kutokuwepo ofisini kwa kipindi kirefu.
“Taarifa za mwaka za Kamati za Bunge ziwe na kipengele cha kiwango cha utekelezaji wa mapendekezo ya kamati yaliyotolewa awali. Kamati ziwezeshwe kifedha ili ziweze kufuatilia utekelezaji wa mapendekezo yao.
“Kanuni za Bunge zieleze utaratibu wa ufuatiliaji wa maazimio ya Bunge na namna utekelezaji wake utavyowasilishwa bungeni. Vilevile Bunge litenge siku ya kuijadili serikali ilivyoshughulikia hoja za kamati za Bunge. Spika ashauriwe kuhusu umuhimu wa kuunda kamati ya Bunge ya kufuatilia ahadi za serikali,” alisema mjumbe mmoja na kuungwa mkono na wenzake.
Serikali iandae mjadala wa kitaifa wa kutafuta ufumbuzi wa kukabiliana na vitendo vya rushwa na mmomonyoko wa maadili vinavyoongezeka kwa kasi hapa nchini.
Vilevile viongozi wa umma na watendaji waongoze kwa mfano kwa kutojihusisha na vitendo vya rushwa katika kutekeleza majukumu yao.
“Sheria ya “Anti Money Laundering” ya 2006 irekebishwe ili iweke viwango vya fedha ambavyo mtu anaweza kuingia au kutoka nazo nchini bila kuziweka wazi. Kuna umuhimu wa Waziri wa Fedha kutengeneza kanuni za kutekeleza sheria hiyo.
“Benki Kuu iandae mfumo thabiti wa usimamizi wa maduka ya fedha na kuhakikisha kutungwa kwa sheria inayozuia matumizi ya fedha za kigeni katika shughuli za kibiashara hapa nchini,” alisema mjumbe akiungwa mkono na wenzake.

Mushikiwabo to UN: Enhance civilian protection
