Bilal, Magufuli,Kova wanusurika kifo ajali ya helikopta Dar

Dar es Salaam. Makamu wa Rais, Dk. Mohamed Ghalib Bilal amenusurika kifo katika ajali ya helikopta iliyoanguka katika Uwanja wa Ndege wa Dar es Salaam ilipokuwa ikiruka kwenda kukagua madhara ya mafuriko.

Pamoja na Dk. Bilal, wengine walionusurika kifo katika ajali hiyo ni Waziri wa Ujenzi, Dk. John Magufuli, Mkuu wa Mkoa wa Dar es Salaam, Said Meck Sadick na Kamanda wa Polisi, Kanda Maalumu ya Dar es Salaam, Suleiman Kova ambao walipata majeraha madogo.

Taarifa za ajali hiyo zikiambatana na picha kadhaa za helikopta hiyo ya Jeshi la Ulinzi la Wananchi wa Tanzania (JWTZ), zilianza kusambaa kwenye mitandao ya kijamii na baadaye kuthibitishwa na Mkuu wa Majeshi (CDF), Jenerali Davis Mwamunyange.
Helikopta iliyokuwa imembeba Makamu wa Rais, Dk Mohamed Gharib Bilal baada ya kuanguka jana katika Uwanja wa Ndege wa Julius Nyerere Dar es Salaam jana.
Mwamunyange afafanua
Akizungumza na mwandishi wetu, Jenerali Mwamunyange alisema ajali hiyo ilihusisha helikopta ya JWTZ yenye muundo wa Agusta Bell (AB 412) iliyotengenezwa Italia.
Alisema helikopta hiyo ilipangwa kuwazungusha viongozi hao katika maeneo yaliyoathiriwa na mvua zinazoendelea kunyesha jijini Dar es Salaam na kusababisha maafa.
Jenerali Mwamunyange ambaye pia jana alitembelea baadhi ya maeneo yaliyokumbwa na mafuriko kuona kama kuna msaada wa haraka wa kijeshi unaohitajika, alisema helikopta hiyo, ilipata ajali punde tu baada ya kuruka na kugonga ukuta.
“Ni kweli kwamba helikopta iliyopata ajali inamilikiwa na JWTZ…Hiyo ni ajali kama ajali nyingine yoyote. Imekuwa ni bahati mbaya wakati inaanza kuruka ikagonga ukuta wa jengo na kushuka chini….Mpaka sasa hatujajua sababu ya ajali hiyo,” alisema.
Aliahidi kwamba uchunguzi yakinifu kuhusu chanzo cha ajali hiyo utafanyika kwa kuhusisha wataalamu. Alisema helikopta hiyo ilikuwa ni miongoni mwa usafiri wa kutegemewa jeshini na ilifanyiwa majaribio Jumamosi na jana asubuhi na haikuonyesha tatizo lolote na kwamba imekuwa ikifanya kazi kwa muda mrefu bila matatizo yoyote.
Kamanda wa Polisi wa Uwanja wa Ndege wa Julius Nyerere (JNIA), Selemani Hamisi alisema ndege hiyo imeungua kutokana na hitilafu, ingawa alisema yeye siyo msemaji kwa kuwa wapo viongozi wake wa juu.
Alipoulizwa Kamanda Kova alisema walipanda helikopta hiyo saa 3.30 asubuhi lakini ghafla ikarudi chini.
“Nilikuwa wa kwanza kuruka wakati waokoaji wakiendelea kuokoa wengine waliokuwa ndani,’’ alisema Kova na kuongeza: “Tunawashukuru sana wale waliokuwapo nje ya helikopta hiyo kwani walisaidia tukashuka salama na kuendelea na majukumu yetu ya Taifa kama kawaida.’
Meneja wa JNIA, Moses Malaki alisema helikopta hiyo ilianguka baada ya kuruka kiasi cha mita 10 juu... “Ilibeba watu 11 wakiwamo waandishi wa habari na walinzi wa viongozi hao.”
Mchunguzi Mkuu wa Ajali za Ndege kutoka Wizara ya Uchukuzi, John Nyamwihura alisema asingeweza kutoa ufafanuzi kuhusu helikopta hiyo kwa sababu inamilikiwa na jeshi.
Hata hivyo, alisema kuna uwezekano mkubwa wa kuanguka kwa sababu ya mabadiliko ya hali ya hewa ikiwamo upepo mkali na mvua nyingi.
Alitolea mfano wa kilichoipata ndege ya Shirika la Ndege la Kenya (Kenya Airways), wiki iliyopita kuwa ni kwa sababu ya upepo mkali uliokuwapo uwanjani hapo. Ndege hiyo iliacha njia wakati wa kutua JNIA.
Nyamwihura alisema ajali nyingine ya helikopta ya jeshi anayoikumbuka ilitokea Ndanda mkoani Mtwara mwaka 1990.

Taarifa ya JWTZ iliyotolewa jana ilisema ajali hiyo ilitokea JNIA (upande wa Jeshi) ilipokuwa katika hatua ya kuanza kuruka saa 3:30 asubuhi na kuwataja wengine waliokuwamo kuwa ni Msaidizi wa Makamu wa Rais, Dk. Mnzava; Msaidizi wa Kamanda Kova na waandishi wa habari watatu.
Ilisema Makamu wa Rais na ujumbe wake hawakupata majeraha katika ajali hiyo. Pia rubani na wasaidizi wake walitoka salama.

Mushikiwabo to UN: Enhance civilian protection
