Ubakaji watumiwa kama silaha Libya?


Kiongozi wa Mahakama ya Kimataifa ya Uhalifu (ICC) amesema kuwa kuna ushahidi kwamba kiongozi wa Libya, Kanali Muammar Gaddafi, aliamuru kubakwa kwa mamia ya wanawake kama silaha ya kupambana na waasi nchini mwake.

Luis Moreno-Ocampo alisema kuwa ubakaji ni mbinu mpya inayotumiwa na Kanali Gaddafi katika ugandamizaji.

Alisema kuna uwezekano mkubwa kuwa wanajeshi waaminifu kwa Kanali Gaddafi walipewa madawa kama vile Viagra ili kunoa uchu wao wa kuwabaka wanawake.

Hadi kufikia sasa Serikali ya Libya haijasema lo lote kuhusu madai hayo.

Kanali Gaddafi

Mwezi uliopita, Bwana Moreno-Ocampo aliomba majaji wa mahakama hiyo ya ICC kutoa amri ya kuwakamata Kanali Gaddafi, mwanawe Saif al-Islam, na kiongozi wa Ujasusi nchini humo Chifu Abdullah al-Sanussi.

Aliwalaumu kwa kutekeleza uhalifu mara mbili dhidi ya binadamu - mauaji na mateso. Alisema watu hao watatu ndio wanaopaswa kujitwika lawama zote za mashambulizi dhidi ya raia tangu mwanzo wa maasi dhidi ya Serikali yaliyoanza Februari, wakati kati ya watu 500 na 700 wanadaiwa kuuawa.

Serikali ya Libya haitambui mamlaka ya mahakama ya ICC.

Mfumo mpya wa ugandmizaji

Mnamo Jumatano, Bwana Moreno-Ocampo alisema kuwa amri za kuwakamata zikitolewa huenda akaongezea mashtaka ya ubakaji juu ya yale mengine.

Aliwambia waandishi wa habari katika makao makuu ya Umoja wa Mataifa mjini New York kuwa amekusanya ushahidi unaoonyesha kuwa kiongozi huyo wa Libya aliamua kuwaadhibu wanawake kwa kutumia ubakaji kama silaha kwa matumaini kuwa hatua hiyo itawatisha wananchi wengine wasiasi dhidi yake.

Hajawahi kutumia utaratibu huu kuwathibiti wananchi. Ubakaji ni sera yake mpya ya ugandamizaji. Hiyo ndiyo sababu mwanzoni tulikuwa na tashwishi lakini sasa tumeanza kushawishika

Alieleza kuwa ni vigumu kujua kiwango kamili cha ubakaji kilichotekelezwa.

"Katika maeneo mengine watu wanaozidi 100 walibakwa. Jambo tunalojaribu kuamua hivi sasa ni iwapo Gaddafi anapaswa kujitwika lawama ya ubakaji huu au vitendo hivyo vilifanywa na wanajeshi wenyewe katika kambi zao," alifafanua.

Bwana Moreno-Ocampo alisema pia kuwa mashahidi kadhaa walithbitisha kwamba Serikali ya Libya ilinunua madawa aina ya Viagra katika vifurushi vikubwa vikubwa ili kutekeleza sera hiyo na "kuchochea uwezakano wa ubakaji."

"Tunajaribu kuchunguza ni akina nani walihusika katika maamuzi hayo," aliongezea.

Mnamo Machi, mwaka huu, mwanamke mmoja raia wa Libya, Eman al-Obeidi, aligonga vichwa vya habari alipoingia kwa ghafula kwenye hoteli moja mjini Tripoli na kusema kuwa alikuwa amebakwa na wanajeshi waaminifu kwa Kanali Gaddafi. Mushikiwabo to UN: Enhance civilian protection
